Humanitarian and catastrophe are two words that motivate the internationalist in a jiffy. They would be here in a frenzy screaming penalties, sanctions and war crimes witch-hunt. Vanishing Tiger hegemony at Nandikadal attracted a swarm of R2Pers.
The responsibility to protect (R2P or RtoP) doctrine is designed to bring international pressure to bear to prevent or stop crimes such as genocide and ethnic cleansing. The 2005 World Summit Outcome Document (PDF; see page 31) includes the following R2P language:

The international community, through the United Nations, also has the responsibility to use appropriate diplomatic, humanitarian and other peaceful means, in accordance with Chapters VI and VIII of the Charter, to help protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity. In this context, we are prepared to take collective action, in a timely and decisive manner, through the Security Council, in accordance with the Charter, including Chapter VII, on a case-by-case basis and in cooperation with relevant regional organizations as appropriate, should peaceful means be inadequate and national authorities manifestly fail to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity.So an R2Per is a person who believes in this approach and takes active steps to promote its use. That sounds reasonable enough, but it's clear from the example citations (which are themselves typical for this very new term), the people who are using the word R2Per are generally critical of either R2P or its implementation.
