What began as a small photo gallery on the Internet a couple of years ago has rapidly expanded to more than 40 such "Upskirt" sites, including one devoted entirely to shots taken up skirts in Maryland, said Duquette, who has been tracking the trend.

In February a search warrant of his business premises in Napier netted hundreds of files on his computer, 8mm film, magazines, and VHS videos, including not only what he called his upskirt footage'' but bestiality, urination, defecation, torture, snuff movies, autopsy footage, and sex with children.

New technology like miniature cameras now makes voyeurs even more of a threat to privacy. This video is called the Manhattan Upskirt Sniper. It brags about its foot camera, providing spontaneous voyeurism.
